How do you promote your forum?

I'm skeptical on whether to do promote site in other forums in the Signatures. With all the talk about Google Panda and Penguin at the movement can this put your site at risk at all?

I've recently set up Facebook Ads but they want like 25 cents per click and for a social forum who's just run by a general sole guy, this can add up to ridiculous amounts!
