Finish off a theme for me?

Hey all,

So basically a friend of mine has been designing a theme for our forum, and over the past two months he's been working on it. The thing is, he works a busy schedule and it's therefore taking him way too long to get it finished. I need to get it done.

Would anyone here be willing to finish off a vBulletin forum theme? Most of it is pretty much just readjusting lines of text, removing odd bits etc, changing colors. If not, does anyone know of someone who may do this? Also, I can't really afford to spend much on this, so a quotation/estimated cost would be appreciated as I have no idea how much this stuff usually costs.
