Seems like a crappy thing for Amazon to do actually. They have to charge California residents sales tax on sales through affiliate programs and haven't cut us off. This is simply an underhanded lobbying scheme by Amazon to make people upset and have them complain on Amazon's behalf instead of presenting their case to the legislature themselves. Grassroots gone wrong. Very wrong. It is not the state that is making the affiliates victims here but Amazon.com that is.
