Keeping sub-forums active

If you have a variety of categories, sections and sub-forums on your forum, how do you keep all of them active? Do some of them periodically calm down while other sections are flourishing? If so, how do you keep them from being forgotten?

It's never a pretty sight to scroll down your forum index and see last posts with dates like: Today, Today, Today, Today, Today, 2 months ago.
