    I may be wrong but I think it may be agist MicroSoft's Policy to sell this.

    I'm pretty sure that as long as I uninstall it from all of my computers I can. It's a retail copy, not OEM.

    If the product key has been activated once, they won't let you re-activate it again (on the newer versions).

    Correct. You can activate 2 time. Once on a PC and once on a laptop. If one of the activations are used you still have one left. If you want to activate again you have to call MS. In most cases if the other activation was uninstalled then they will activate for oyu.
