And what do I give as the reason for banning? "Dude, you're a retard who can't follow the simplest of instructions." Christ. I could say the same of most of the staff I've had over the years.

"You failed to follow our rules and regulations, so you're no longer welcome here as a member." At least, that's what I would leave as a ban reason.

Then do it. Say it out loud. If they don't like it, get the [****][****][****][****] out.
Sounds robotic, say what's on your mind.

Have got a really good infraction system as well on my forum. This particular poster was hardcore and was being really stupid about it.

Very interesting post. Perhaps some more history on you and this user. It would certainly help us understand why he has a commitment to your site.
Populating the site to sell out perhaps?
Is he a staff member of the site?

If he is the only member posting, where are the other members?

    More details will help.

There is a "Discouraged" function in Xenforo. If you use XF, this might be a good option.

One tactic I often use it that I don't respond to them. If they want my attention, they will need to post something worth my attention. I mean useless posts are going to happen on a forum. I allow them to happen but I also try to get the poster to post more info here and there as well.

You could create a separate "Chit Chat" or "SPAM or GTKY" forum. You could just move all their posts into there. Then possibly removing that forum from "new posts" option. That way it will not back up the real posts that are preferred.
